It must, however, be admitted that the experience available at the present time is insufficient to enable more than a tentative judgment to be made regarding the minimum terms which must be offered in order to obtain recruits for legal appointments who possess the qualifications desired; and it must also be recognised that an initial salary of £700 or £720 is high by the comparison with the general scale of remuneration offered on first appointment to the Government Service in East Africa as a whole, particularly when account is taken of the fall in the cost of living which has resulted from the recent economic changes. For these reasons, having regard also to the urgent necessity for maintaining the maximum degree of economy in public expenditure, it may be considered on the whole preferable to adopt, for immediate purposes, the lower minimum of £600, leaving the question of a higher minimum to be considered at a later date, if necessary, in the light of actual experience. If this alternative is accepted, however, it would be desirable to fix the maximum of the scale at £1,000, as in the case of Administrative and Medical Officers.

It is understood that the Secretary of State will discuss this question with the Governors during his tour. In these circum- stances while the latter scale has been provisionally inserted in the table, it will be open to the Governors in Conference to make a pro- posal on the subject in the light of the above considerations, and of their discussions with the Secretary of State,

ENGINEERS

Applicants for appointments as Engineers in the Colonial Service are normally required to provide proof of good practical engineering experience after passing the necessary professional examina- tions for a period of at least two years; but preference is given to candidates who can show three or four years practical experience, and it is considered that in these circumstances it would be appropriate and in the interests of efficiency generally that the initial rate of salary offered to Engineers should be slightly above the initial rate of the standard scale. It is, therefore, proposed that the scale for Engineers should start at £450 a year. In other respects the scale proposed follows the standard.

SURVEYORS

12. Candidates for appointment as Surveyors are normally required to attend for a period of preliminary instruction with the Ordnance Survey Department in this country. On the conclusion of this training they are regarded as eligible to proceed direct to take up an appoint- ment in the Colonial Service. They are therefore generally in much the same position as agricultural and forestry officers, and no occasion is seen to depart in their case from the new standard revised professional and technical scale.
